The location is great with respect to being at the center of the Colonial Zone. There is a restaurant just downstairs for breakfast and late evening snack options.
Being at the center of everything also means if your room is facing the park, you will hear music and street performers until the wee hours of the morning. The hotel walls are well insulated from most of the music in the park, but there are two street performers “buskers” who vocalize opera style on the opposite street corner that was hard to overcome. If you are a light sleeper ask for a room not facing the park or bring wax ear plugs.
The balcony rooms also sit directly over a stop sign. The locals like you to hear their exhaust popping when they take off.
If you sleep heavy, this location is great!!

Disappointing
Room was very comfortable and clean. Entire hotel looked of a good quality. The location as well was very convenient.
My criticism is regarding the staff. We called the night before requesting the book the night previous to ours as we were gonna land very early in the morning and we wanted to ensure that a room is available then. The person answering the phone assured us there was no need for that and we can just check in early as there were other rooms available. Once we reach the hotel in the morning after landing, we are very rudely told by the front desk guy that no that is wrong and we now have to book another night there for 90 dollars or wait two additional hours and pay 20 dollars to do an early check in. We understand that mistakes can happen and that we were passed on the wrong information by the night staff, our criticism is towards the attitude of the guy- no apologies, no empathy, and no trying to find a compromise. We had to wait extremely tired on the couch for 2 hours right in front of the reception while there were empty and available rooms. 2 hours might seem short and irrelevant, but doing that after a sleepless night when we had already taken the precaution to call is very upsetting. We were planning on staying an extra night but found an alternative immediately just to avoid seeing the front desk personel.

Good
Hotel Conde De Penalba is a nice and charming hotel located in an excellent area. It's very close to many restaurants, museums, and main attractions. The historic District of Santo Domingo, Dominican Republic is so beautiful.
The only downside is that the hotel does not have an elevator, which may be inconvenient for some guests. Overall, a good option for its location and atmosphere.

We enjoy the location, the old world charm and the older architecture of the building. The restaurant is great and the music outside is enjoyable. If you want a quiet place this may not be for
You, but we loved it.
Our air conditioner stopped working the last day and they could not fix it after many hours. We had a black tie event and had to dress in the heat. We had their best and biggest room (1 of 2) but had to move before bedtime to a much smaller room because they couldn’t get the air conditioner fixed. They did not offer us any compensation for this.

Perfect location, lovely, clean room (no view though beacuse my room was facing the back yard).
Water pressure in the shower was really low (took forever to wash hair).

We loved the premium location — right in the heart of the city and within walking distance of many restaurants, cafés, and bars. Our room had a balcony with an amazing view over the city, and we could enjoy the lively music at any time of the day. The room was clean and comfortable, and the price was very good for the area. We didn’t have a car, and honestly, we were glad – the neighborhood is much easier and more enjoyable on foot. The hotel’s restaurant is also very good.
There’s no elevator, which is good to know for anyone with mobility considerations. The music from the street is quite loud from early morning until late at night, and the rooms aren’t fully soundproof. It didn’t bother us, but it could be an issue for light sleeper.

The hotel is situated beautifully at the center close to multiple restaurants and shopping
There is no on-site parking available, nor is there parking in close proximity to the hotel. The hotel lacks an elevator despite being 4 to 5 stories tall, and it is important to note that the first floor of the hotel is actually the second floor. Therefore, guests must ascend two flights of stairs to check in, as the restaurant is situated on the first floor. Additionally, there is no iron or microwave provided; only a mini fridge is available.

Wonderful
All across the board, this hotel exceded my expectations for what should be the standard of any hotel located within the heart of the Colonial Zone. From the professional and supportive customer service to the high standards in cleanliness and decorative setting, this hotel provides a safer and much more enjoyable experience to those looking to stay a couple of nights in the city. Bathroom was very spacious and well lit, fitted with all the necessary amenities that provide a better experience overall. I can't stress enough it's strategic location that is close to all of the most prominent historical sites, stores and bars of the zone. Highly recommended.
I wasn't very impressed by the local meals provided in their external cafeteria (sancocho). Other than having a smaller room, limited air conditioning functionality, and not the greatest view from the window, my experience staying here was beyond positive.

This is the perfect hotel to stay in the Colonial Zone. You can walk from the hotel everywhere. The staff is very helpful and nice. The rooms are beautiful, the view to the colonial zone is breathtaking and the food great.

There's a spanish saying that goes "debut y despedida". It's unfortunate, because the the hotel is charming & in a great location but they lacked at customer service and cleanliness. Last year hubby and I stayed at another hotel in the zone which was excellent. Honestly thought this one would exceed that one but unfortunately it did not. We definitely will not be returning to this one. This vacation was 2 adults 2 kids. We did love the pillows and the bed, super comfortable. Going to IKEA to get the pillows!
Unfortunately, the room (304) is very neglected. We we arrived, the tv was not working. They attempted to change us to 404 but TV was not working either. Room in very poor condition, smudges all over the walls. No hot water after the first night. We told front desk but they never followed up. Even after seeing us come in/out of the hotel multiple times no one ever followed up with us. Old staled candy bars at mini bar. Housekeep only changed the sheets and towels, did nothing else. Front desk even admitted they were negligent upon us checking out.
